I have been scanning for planets and the only planets that come up are crappy small barren planets and tiny toxic planets and iv used over 200energy on scanning when my scaning is classed as fair? Do you get better planets if you have more scanning power or something?

every individual planet has the same chance as appearing, regardless of type and stats
more scanning power just lets you have more planets in your database,.... which means more chances to find a better planet... (also, starchart purgers can remove the crappy ones for ya)

Its random, thoe recently it would seem planets of poor stats have become alot more common in scans thus lowering the chance to find other planets. I did a huge blitz last week, after purging 250 planets and having the max possiable scan rating, I got nothing better then a Large Rich Arti Desert. I would of said that was bad luck if I didnt have 3-4 similar blitzs over the past few months.

Did a blitz a few weeks ago and got a large metallic ultra rich mining and VL Terran x2mega rich arti. My subsequent scans have netted me crap lol. I run through +500 energy using Subspace Seekers and Continuum Beacons

Hrmm... So, how does one get their hands on starchart purgers then? As much as I'm sure we all love tiny, toxic planets...would be nice to have a little variety, eh?

When you use a Starchart purger does it purge everything you don't own? The way the artifact reads it sounds like each only purges one planet but that seems kinda silly

It does only purge one planet, you need to get a lot of them.

stock pile purgers, they cost 1k artifact points. and every time you research a tier of scanning modules, do a blitz, keep doing that every few weeks or every month or 2 and you'll find some good planets. like my blitz yesterday, got me an abandoned aphotic and a couple of good terras while some of my other blitzs brought crap.
