 What buildings can a Saboteur Affect?

The wiki says:

But what exactly counts as 'standard'?

For example - does a 'Soldiers Outpost' count as a standard structure, since it needs political favour and other criteria to build.

I'm a saboteur.
it ONLY affects minefields and Shields. Not population structures.

mustve been a recent change, b/c ive had a legion member sab a planet for me and he destroyed a pop structure

Sorry, my mistake - it does affect population structures. Not much point really though.

Sabotage
Destroys one standard defense, attack, or population structure at random on an enemy planet.
The planet must recently be attacked with 100 or fewer population

yes, soldier outposts are not affected as it is a mission tier reward.
