Is their some rule of thumb that if you have X amount of scanning you should be able to scan Y amount of planets?

yes, each planet requires a certain amount of scan power to maintain, that amount goes up as more and more planets fill your data base,
the only numbers I can provide you is 250-300 planets=8-10 points of scanning power per planet.
