I have a friend who wants to join our legion. he says he can't because he has to find someone to take his place because he has a lvl 2 base. The player is alone and want's to move on. Surely this can't be the case....

Might as well just abandon the base and come join you.... what level base is your legion?
I presume it is higher than his. All go where the higher level base is!

Well theres 2 things he can do. Either contact dan and ask him for help or create a multi and go into this legion promote the multi to leader and then he can leave.
I would just send dan an ingame ticket though because he should be able to sort something out.

A legion merged with us once, and I just asked Dan to disband the legion that had a level 2 base...he blew it up.
