If you use a flux tracer, are you able to target and attack the person/people that have scanned the planet?

No, it just gives you the information, right where a Flux Probe tells you how many people have scanned the planet.

I have a legionmate that had a planet he had scanned get fluxed, and then the owner disabled him. The owner is rank 603 and the guy he hit was 118. The lower guy never attacked the planet (or hardly any other planets for that matter), so he's not alertable and he can't be on the guy's BT. What non-exploitable way is there for this guy to target him?

Perhaps he had that Xecti trap on the planet, so when your player scanned the planet your player was alerted to the other player.

Do Xecti's show up on the tripping player's news feed? Based on how this is going, I'm guessing no. Our guy got no message about one being tripped.

Well, it does say that it alerts only the owner.
