removing plantets

 can i only remove one planet every 12 hours? and do i always have to occupy it first? i have like 20 planets i dont want, and its making it hard for me to find any more, cuse it takes so many scanners now to get above poor..
Also i bought one of the artifacts that can remove a planet from scan list, but when i went to planet and looked for arty its not on the list |

if you are currently occupying a planet, then you are limited by the abandon timer...

ok thanks for the help, i cant see trying to pay 700k to get another planet would take a week to get, lol
