Actually there's a mission that gives some as a reward ... Don't know at which lvl it unlocks ...

is it like the star chart purger mission that does not end? or can you keep getting them when you need them?

It's the one after the Aeon Moon, which requires 1000 scan. You get 3. Fluxes are priceless now.
