I am trying to fulfill a mission and it will not let me start as I do not have enough exotic matter.

after you get to a certain level (not sure what level... prolly somewhere around 80-ish) you'll start getting exotic matter in your mineral shipments it doesn't take up space, and you cannot sell it back to the game for credits
alternatively, people will trade you 10 EM (exotic matter) for 1 Ku (kurenite)... or 100 EM for 1 CTP (complex tech part)

I have 5bil at level 97. Is that pretty good for my level? I only have a 2.7mil upkeep

you can receive EM as levels as low as level 15. But at that level, you'll rarely come across them. The higher your level the more likely you'll get EM.

I don't know if this is just random, but I've noticed that when I claim large amounts of my shipment after getting online, I seem to get less EM than if I claim the shipment every hour when I'm online.

it depends on the planets you own. the more rare the planet, the better the EM you get from it. if you have a bunch of common planets, your EM could be next to zero. if you have a few rare planets then you should be reciving EM in every mineral shipment.

I can confirm you get EM at less than 80. I've been getting it in my shipments since less than Rank 20 - Usually 1-2 per every pull or every other pull (but then again I only have the cargo open to receive about 200 minerals/pull). Right now I have 664 EM at a rank less than 30 only from my planets, so it comes in very slowly but it does come in  . Just did 4 test pulls, 3x 270 MU, 1x48 MU. 1 EM, 1 EM, a Pawlacite and Hydium (both of which are rare at my rank, so I'd take them over the EM), and 1 EM respectively.

Rank 680-ish, and I try to keep 200 billion in the bank. Upkeep of 8.5 billion with builder on.
And I got EM very early in the game as well. Not much at all, and I certainly didn't NEED it very early on, but I did get some.
