Does the bonus change if I change races later on or are they locked the moment I install them?

You lose them if you switch to race without the bonuses.

But I can also gain them if I switch TO a race with the bonus?

and it'll be the same way for the Datastream Compiler in our newest timed mission
when you change to a race or profession that gets a bonus from a ship module, you'll get that bonus
when you change to a different race or profession, that bonus changes
