 Does anybody know if the contact coordiantes artifact's effect is based on rank? I know it makes a rare NPC appear on your battle tab, bu I don't want to get some rank 350 Dark Mega Complex show up when I'm rank 66. Does anybody know?

It will only give you rares you can get for your level.
