Couldn't find the answer on the wiki, and search is just getting me a bunch of quoted replies to a single post, so I figured I'd just ask here.

Say a Legion has it's rules set so that Officers and Leaders can lock targets and build modules, but selling modules and using Base abilities (including Base repair) are limited to Leaders only (in addition, of course, to point allocation and Leader promotions). If only one Leader exists, and said Leader goes inactive, what happens to the Legion? Does an active Officer automatically get promoted to Leader, or is the Legion doomed to continue on with the current resource points, all existing modules, and without Base abilities, until eventually an attack and disable causes the Base's extinction?
