I just got my first terraforming device the other day and was wondering what they do

They make all 3 resources on a planet go up 25%. But I think you should use them for The Terra Project mission. If you get 10 of them, it is well worth it.

increase all planet resources by 1, until 15 mega rich is reached. but for now you should put into the terra project mission, to work towards getting your mission exotic and dyson, which have incredible stats

once you complete that mission though, the remaining terraformers are free for you to use...
here's some suggestions... if you have a nice toxic planet (at least very large) with ?25% or ?75% for the mining bonus, use one terraformer to put it at an ?00% or ?50%... then you can use toxic purifiers to bump that planet up to a 16x Mega Rich (exceed the 15x limit)... the terraformer would have to be used no later than 13x Mega Rich... if you already made a 15x Mega Rich toxic, it cannot turn into a 16x....
of course it would probably be better to use the proper toxic planets anyway so you can save that terraformer for a more important task..... terraformers are the only items that increase artifact production on a planet... there are already items that'll increase mining (toxic purifier, toxic planet only) or research (planet data optimizer).... but nothing except terraformers increase artifacts.... so save those terraformers to make your best artifact planet possible...
oh..... and don't forget to save 2 terraformers for after you get your 13x exotic... to turn it into 15x all resources

The Taltherians were an advanced industrious civilization, but a subspace mutagen ravaged their original population. Surviving Taltherians still carry the amazing skills of their ancestors, developing vast cities and colonies. The original Taltherians built large Ecumenopolis worlds, covered in structures from horizon to horizon. The Taltherians have the 'Urbanize' Ability, which can be used on their planets. It increases the artifact production of the planet by 1, and has a 40 hour cooldown. It costs 200 energy to use. Therefore the terra is not the only thing to increase artifact production.

I don't think I've ever not gotten something from them. I can confirm the "No Drop" but not the percentages. I didn't keep track of how many TF's I've gotten, perhaps 20-25, plus 2 QSE's and 1 ND.

It might of been a scrap thingy In addition to the T.O. Troop Carriers, the Terraforming Devices are also occasionally dropped by Dark Scrap Carriers.

once you start the terra forming mission ... do the ships show up more?
kinda like the zolazin debris mission all the sudden they filled me tab and now mission is done I haven't seen but like 1

As the mission came before there where NPCs in the game. No they do not they are as rare as they always are.
