Post Planet Scanning.
Does planets you have given away to other legion members effect your % of finding new planets?

(affect=verb; effect=noun)
if it's still in your scan list, yes, it still affects your chance...

if they've fluxed it (and thus removed it from your scan list), no, it no longer affects your chance
