Mostly the same advice you've been getting. Get artifact production way up. You don't seem like you need decks at the moment, especially if you're slow ranking you can just wait for the bots. Get officers and engineers.
TO Pulsers can be dropped, they aren't doing you any good with your low shield.
Get +10s and +12s as soon as possible.
If a planet isn't getting ~100 production/hr (not sure, I use 150 with +12s) then either it sucks or you're defending it too much, probably both.
And good luck! You'll be amazed at how fast your ship outgrows those around you when you get arti up.

I'm going on a big scan blitz tomorrow. I am hoping to get a few Terras (if not an Exotic  ) to boost my artifact. Right now, the worst planet I have is giving me about 86/h, but it's artifact. Everything else is making at least 125. If this scan blitz is complete crap (for the second time in a row), then I'll have to beg for good artifact planets. I cannot see it being completely worthless, because I am planning to spend about 10k energy on this thing. I saw this somewhere, and this is now my goal; get 5k artifact by rank 200. If I have to freeze rank for a month at Rank 199, I WILL get 5k/h by 200. EDIT: Whoops, I forgot to ask this. Do you really think I should have +12s by 200?.... Sounds like a crap ton of money to me.

+10 minimum, +12s highly preferred. Your hull is also very thin.

I'd say get +12s by rank 200. It'll really help.
Neutronium with your low productions, the money is better spent on +12s. Then the brackets will start coming in. With no mods, I still have over double your hull.

No reason why not, it'll help you out until you get something better. Here's one of mine.

It's a small. Small terras are your friend, mega is the bare minimum I'd say though. 1x through 3x is preferred.

Currently 430, I gained a bunch of ranks finishing the Taltherian chain... I'm more hesitant on the toxic, but it depends. How many do you currently have? If none, you can use this for artifacts right now and eventually mining when you get the purifiers. If you've got a couple of VL already then don't bother. Only colonize VL toxics and only colonize VM/R gas. Personally I don't take volcanics at all, I run 0 defense on my three demonized planets (Massive/Ultra rich) but that's a more debatable point. And no problem

-You'll want to get tier one of Obviation Fields, ifmyou already have well done I'm just going off what I can see.
-Get your fermionics, it may be a jump in your upkeep but it's a good excuse to get your mining up, an underestimated resource, NPC for a little perhaps to get some purifiers to afford the jump in upkeep in some of the research trees.
-You may also want to start looking into gettingmyou base research up so that you can donate to higher level bases and unlock the UST.
-Put some points into engineers for a while, you can't anything without energy and it's never a bad thing to have a surplus.
-As I pointed out earlier you should get yourself some more hull, the best way to do that is with arti production and getting a steady influx of those Durtanium Brackets.
-So in summary you mostly want to be working on getting your energy and hull up and also building up your mining for the next set of mods you'l want to build.

-On the base research go as high up as you feel comfortable with, again it also lets you accumulate mining for the next set of modules with that huge jump in upkeep.
-I wouldn't recommend auto-ranking through the Talth chain, you can if you want but auto-ranking a hundred or so levels will mean your ship will be wet tissue paper.
-Get the rest of your Dominion Cannons as soon as possible, make it a priority, they are such a good mod.
-Take off those shield recharge mods and all the cloaking you have on too, they're just wasting space and you can find something much better to put in it's place.
-Possibly equip another energy nullifier if you have the room after doing the above.

basically, as i said in the legion chat, go for the trans temp nacelles, fermionic plating, the other 3 dark complex thrusters, and null rays.
