Started 1 year ago? - your join date to GL forums is 2010 ...that either means a 3 year siesta/hiatus or a rebuild or two

One year and only been disabled 78 times? that's low - like once every 3 days - but then so are your disables of others
I was on my own(no legion) at that level and was stronger and had a rep better than my leaders when I joined a legion(sucky one) later - and later left that one
1. spend more time playing
2, for every time you get disabled you disable 3 or 4 or more below you - be aggressive - but be picky of your targets - use combat probes occasionally - but keep track and look at enemy stats before you attack any (keep in mind their number of guns,defenses mods, and hull plates and use GL wiki ship charts to determine the strength - after awhile you'll know what you can manage)...you'll be hitting level 30 players (which won't have much cloak or scan or defenses anyways)
3. Drop small planets - get some GP ..use some money if you can - drop smalls for Very massive(all), massive(all) and VL(arti's and mineral only) ... and rich
or as rich as you can get - get some planet shares from your leaders (pay attention to planet alerts from your legion)
if you can't do that then don't protect the smalls and max them out - if they get taken then ask for a replacement from leadership rather than squack over a lost small (they are a dime a dozen - not worth worrying over a loss of)
and basically replace a small with a VL or larger planets - your leaders should have plenty of planets (they do scans regularly)
Also ask for a planet - you leaders may have some that my be avail or enemy occupied (which may be rich or juicy - ..ie VM,M,or VL and rich)
my first planet scan was a VL terra rich -
I Basically don't have smalls - VL or better
don't worry about mineral production so much - resources or income you can get from leadership in a pinch (or should be giving you something)
concentrate on research and arti planets
if you are looking at mineral... concentrate on VM or Massive metallics if you can get one or VL toxics - because you will get purifiers later
Basically all you need mineral production for is ship daily cost(with upgrades)+planets costs(upgrades) - enough to get you by
you can always trade Arti's and EM for cash too
for gas go for VM or massive and rich -nothing else -
arti average size or better VA(very abundant) or better - but do try to go for VL or better and rich and look for enemy targets (planets) you can take
get planet shares from legion and do proper planet scanning runs
4. read GL forums on PLanet choices, advice and planet scanning techniques
or get that from your leaders
5. Don't NPC too much - look for uncommons and rares only - basically arti drop NPC's(you want ship upgrades, rescued prisoners,toxic purifiers,terraforming devices) - again look at GL wiki for that....besides soon you will be on legion NPC alerts and will gets some then
6. don't mission too much - get advice from leadership here - pick your missions carefully to best help you
7 concentrate on research (improve planet production research and hull, guns and defenses )
you don't need cloak or shields right away
you'll need to improve sensors for each round of planet scanns
8 Hull is your best defense - if they can't cut thru it(or takes a lot to do) due to it being thick (and a heck of a lot of power to cut thru)
it will reduce the number of attacks against you
so will defense
Not many are willing to waste a ton of power the next time you are on the list when they are easier targets (and I mean multiple) you can hit for the same power
they have to waste energy and take a ton of damage on 1 player - they may not want to do it again
9, if you put on hull,guns or defense - put on the most improve mod only
like don't put on a null ray and have laser cannon - the laser is useless - better off using it for another ship upgrade
like improving a hull plate or a defenses mod that is lower than the other
you want the best hull/deck, gun/deck, def/deck you can get
10. place Decks to TO's(tac officers) and engineers you'll need that for energy and raids
this will help you raid others and help prevent raids against you - because your crew size is larger
you will get ship bots for decks
how many decks you use for officers is up to you - what your style of play is - if you want PVP then you want small ship with lots of officers
11 PVP like no end - earn red badges, yellows for raids and blues (hacks)
save up reds for dom III's - get proteans (this will improve raid) and cipherbots (improve hack)
as your rep improves this will also help reduce the number hitting you
who will attack a insane player when you can find laughable or balanced out there

take it from me - being on my own for first 100 levels
when I was your level or around there...I joined my first legion - I had more kills than my legion combined
so basically I was the heavy gun - and got no help for alerts NPC or enemies - so I was on my own... even in a legion - even tho the leaders where over 100+ levels above me
had I to do it over again Id pick a good legion right away - and move around a bit till I found it
that being said you can do it on your own - it's a lot of work - you have to be aggressive(and get the battle arti's) otherwise you'll get hit a lot
Seeking advice is the best course always - seek it here on the forums - seek it on the teams you are on from the leaders
specially those over 600+ - they can tell you about their horrible starts as well - not everyone gets it right from the start
