At your level, defense is essentially useless. Anyone can take your planets. Even if you bricked it with nothing but defense, any half-drunk ship captain could flip a switch and take your planet. Don't waste the space on defense... for the moment.
Crappy planets and so-so planets are rarely taken away anyway. So, instead put nothing but resource gatherers on the planets.
Research weapons and shields as was suggested. Eventually you'll want to put a few, no more than 8-10 spaces, defense and attack structures on. That'll deter people about your level. That is what you want to try to maintain in the future - if your ship can't take it, and someone a bit more powerful than your ship can't take it, you're doing well. You'll never defend against those much bigger than you, unless you want no resources at all from your worlds.
Cloak is a good option at your level too - if you research cloak, you might be able to put a couple hundred points of cloak on a planet - doubled with your legion bonus would also probably keep people around your level from finding it. This doesn't scale as well though because scanners are quite powerful and it's not hard for someone to get several thousand points of scan, at least temporarily.

Yes, please PM each other. I started this for advice, which I got, and thought that it might be useful for other newbies to know, as well. I got my answer, and then I got a flame war. I wonder why I bothered now ?
