The wiki does say that it takes 1000 energy to use so i guess it was edited on the wiki but never posted here

(i have added it now). basically, unless one of the wiki editors can corroborate any info on the forum with their own experience, it only gets included if they get it from a reliable second hand information provider, or at least a couple of reliable forum regulars. some forum regulars have been known to feed false info to the wiki and their stuff is obviously discounted.

I will confirm it didn't use to take any energy but I can also confirm that it now does take 1k energy.

Interesting to bump a post that hasn't been used in over 5 years but it seems the appropriate place to put it.
Apparently, 8 is the maximum number of government officials you can have on the planet. Once you get the 9th, it gives the "Illegal Structure. Planet already has maximum amount." alert and you don't get the benefit.
FWIW, the planet owner is active and shows 57/57 on space. As they are zero space, that shouldn't be the issue.

If you are able to, I would honestly splice all those, and whichever officials get ascended to celestials, keep "those" and discard the ones not doing any artifact.. If the energy cost is too high, I understand.
It would make sense if GL had an established limit on officials allowed but 8 seems like a strange number to me. Considering how long it takes to get more than 2 or 3 of these on the same planet (unless your database happens to be small!) I'm starting to go for this being an actual bug than an intention. Exploiting the government officials would require abandoning most of your planets (I wonder if that's how Fireblade lined these up on his projects?).
