I don't know what you mean by "tech," but your shields and energy do regenerate while you're offline.

Yes, your research, minerals, and artifacts all build up while you're offline, until they reach your maximum.

The only thing that doesn't automatically regenerate is your hull, everything else will slowly regenerate and fill up while you are online or off.
