I don't know what you mean by "tech," but your shields and energy do regenerate while you're offline. |

Yes, your research, minerals, and artifacts all build up while you're offline, until they reach your maximum. |

The only thing that doesn't automatically regenerate is your hull, everything else will slowly regenerate and fill up while you are online or off. |
