 What are the NPC's that drop terraforming devices?

Primarily T.O. Troop Carriers, but also rarely Dark Scrap Carriers.

don't count on dark scrap carriers, all they drop are omicron mine traps for me.

Wiki says they are not an NPC dropped item. Wish there was a clear answer from a dev!
