Is there a limit on how many members of a legion can be promoted to Leader and/or Officer? |

Yes. The number of Leaders and/or Officers cannot exceed the total membership of the legion.... In other words, everyone can be a leader. Everyone except 1 can be an officer (gotta have at least one leader, eh?) |

Untrue you can have a legion with no leader, you just can't promote anyone |

really? pretty sure the leader demoting themselves or leaving the legion forces another person to become leader... only exception is there have been a few legions recently that show as 0 members, but the legion is still there (probably because of the base?) |

I have seen it done when a legion gets hijacked, you just have to tell dan he will promote someone |
