Is there a limit on how many members of a legion can be promoted to Leader and/or Officer?

Yes. The number of Leaders and/or Officers cannot exceed the total membership of the legion....
In other words, everyone can be a leader. Everyone except 1 can be an officer (gotta have at least one leader, eh?)

Untrue you can have a legion with no leader, you just can't promote anyone

really? pretty sure the leader demoting themselves or leaving the legion forces another person to become leader...
only exception is there have been a few legions recently that show as 0 members, but the legion is still there (probably because of the base?)

I have seen it done when a legion gets hijacked, you just have to tell dan he will promote someone
