Could I please have all the facts on the terraforming device?

Dropped by dark scrap carrier (Rank 60) and TO Troop Carrier (Matched). It increases the richness of all 3 resources on a planet by 1 (ex. abundant to very abundant). It cannot increase them above 15x mega rich. It is also used in the mission The Terra Project to make a hyper terraformer, which turns any planet into a exotic that is 13x mega rich in all resources, and cannot bet affected by enemies (no attacks/invasions/artifacts). I think that's all
