 Halcyon Traps and Base Attacking

Does attacking a base count as an offensive action, eliminating the ability to use halcyon traps?

Probably not on it's own, though if you use offensive artifacts like Ancient Crystal Foci or Crimson Obelisks while doing so, it absolutely does.

I believe attaking a base counts as an offensive action.

it's not counted as an offensive action and using buff on yourself isn't ether.

I can confirm that attacking bases does not remove Halc traps from you, nor does buffing yourself either.
