 Is it true that all planetary invasions have at least a 10% chance of failure?

true.... all invasions (taking a planet someone else already occupies)

Isn't there a new rule about inactive players planets that can have better than 90 percent odds

Ah yes.... forgot about that one...
"Invasion chances are now boosted significantly when invading planets occupied by players who have been inactive from the game for 6+ months." No further details have been given about this change, but people have reported failing invasion with a 100% chance now.
