Is it true that all planetary invasions have at least a 10% chance of failure? |

true.... all invasions (taking a planet someone else already occupies) taking unoccupied planets is called colonizing and is 100% successful |

Isn't there a new rule about inactive players planets that can have better than 90 percent odds |

Ah yes.... forgot about that one... "Invasion chances are now boosted significantly when invading planets occupied by players who have been inactive from the game for 6+ months." No further details have been given about this change, but people have reported failing invasion with a 100% chance now.  Enjoy!
