Post Mass Surface Melter
As defined: Transforms an Icy world to an Oceanic world, enhancing its size and all resources by 2 in the process.

If I have a Very Massive Icy planet, will the Mass Surface Melter transform its size to exceed size 75 of a Colossal. If so will it increase to size 81 ?
