so i have a planet on my scans. it's completely crappy and owned by an inactive low level. however, it has a training barracks on it. if i took the planet, would i be able to use a build extractor and use the structure elsewhere? (i'm not human)

You could extract it, but you wouldn't be able to use it unless you changed to human.
