Repair bay on the base

 I have been wondering for a while now about how the repair bay works onthe base. Does it use the base's fund, is it free to the player and the base to do the repairing?If someone would be so kind to explain to me how that works. Thanks in advance.

the entire legion shares and 30 minute timer on the repair bay once it's used
repairs done by the repair bay are completely free, no cost to anyone or anything except the cost to build the repair bay in the first place only people with the repair bay researched can use it. _________________  |

in addition to the 30 minute timer.... the repair button on the base is also attached to your own 5 minute timer (which really sucks!!)
