Anyone know if you can extract a Sulcation portal if you haven't developed the ability to make them yet? Can they even be used if you haven't unlocked them yet?

They cannot be extracted, they are a blueprint building, and they cannot be used if you haven't completed the mission for them.

I figured this would be the case. But if you've completed the blueprint can you extract them then? It sounds like you've already given me my answer on this already but want to make sure.

Like any building you can build (ie, non artifact building), it can only be destroyed, not extracted.
