Anyone know if you can extract a Sulcation portal if you haven't developed the ability to make them yet? Can they even be used if you haven't unlocked them yet? |

They cannot be extracted, they are a blueprint building, and they cannot be used if you haven't completed the mission for them. |

But if you've completed the blueprint can you extract them then? It sounds like you've already given me my answer on this already but want to make sure. |
