 Damage Cap actual equation?

Post Damage Cap actual equation?
Does anyone know the actual damage cap equation? I know it used to be that max damage against a ship is equal to 1/2 the ship's decks, but now it's based on the higher of decks or level. I'd like to know how to calculate the damage cap.

DamCap = Decks/2 or (Rank+19)/2 whichever is greater.
