Post Rare NPC encounters
Do you have a better chance of finding rare NPC's if you have good scanners running, or is that unrelated?

Other than the specific NPCs that have cloak, all NPCs are determined by rarity. for the ones with cloak I believe all you have to have is at least as much scan as its cloak and then it counts with the rest.
