Do you have a better chance of finding rare NPC's if you have good scanners running, or is that unrelated? |

Other than the specific NPCs that have cloak, all NPCs are determined by rarity. for the ones with cloak I believe all you have to have is at least as much scan as its cloak and then it counts with the rest. |
