If you receive your artifacts shipment, can you receive the F.A.T.H.E.R. device or is it only from galaxy points? |

As far as I know, Galaxy points only. |

those babies are awesome.. 40gp a piece will go a long way on your energy recharge. 71/hour energy if you maxx energy research and tier mission rewards.. |

They are only available for GP. As of this date its the only one you had to buy so you wont get one any other way. |
