 Will I lose anything if I change legions?

More specifically planets or rank.

No. The only thing you may gain or lose is what the particular legion bases offer (i.e. a research base vs an artifact base), as well as any bonus protections that the respective legions offer.
You will also temporarily lose your "loyalty" to any legion, which means 24hrs before you can collect a base production and 7 days before you can target an enemy base (or alert an enemy planet) from within the new legion.
