Ok if a high ranking player and a low ranking player both have the same amount of scan power, and both had very good chances in scanning a planet, then who will end up scanning the better planets?
What im trying to say is does rank have anything to do with finding a really good planet, like a natural vm exotic,or something. Thanks

The only way it changes is that higher ranked players could have finished "into the expanse" from the silthion chain and now be able to scan aphiotic planets as well (which are always Very Large size, Very Rich Mining, Extremely Rich Artifacts, and Mega Rich Research).
So yes, higher ranks may have a slight advantage in finding better planets.

First planet ever scanned was a very massive research x13 exotic. Around rank 20 i found a very massive arti x5 exotic, around rank 50 i found my first dyson.
Rank has nothing to do with it as ive mostly found between jack and crap since then.

Ah thanks, thats what i like to hear! Also im guessing that the better your scan power is the better your chances are in scanning a rare planet? Like if i have 100 scan will i have better luck in scanning a rare lanet? Or does scan power just help your odds in finding any planets, both common-rares.

Higher scan only means you can find MORE planets. It has nothing to do with the "quality" or "rarity" of the planet that you DO scan. Well, aside from the fact that more scan means you have a better chance to find a planet with some amount of cloak.
And, NO, you do not have to have certain planets unlocked (Vorigar, Ecumenopolis, Sentient) to scan someone else's. The first Vorigar (Aphotic-type) that I owned was one I scanned, well before I completed the mission to unlock my own set. This also applies to "made" planets, like Gaia, Plasma, Crystal, etc...

The point about the Silthion chain was that your odds do increase of finding better planets if you've completed it. Say every planet is numbered and on successful scan you get one randomly selected planet - excluding unoccupied aphiotics. By completing the mission, you now receive one randomly selected planet - including unoccupied aphiotics. I would have to say that the second option would be more likely to yield better planets.

Wha?? I don't think you understand the scanning mechanics. When you click Scan, you have a chance of finding a planet that exists. Any planet. Regardless of quality. It could be a Very Tiny, Very Sparse Barren or a Vorigar, or a 45x Colossal Dyson. The three Aphotics that you get from the mission do not exist until you use the Vorigar Scan Data artifact, so they are not even in play during a scan run. The only unoccupied Vorigars/Ecumenopolis planets that exist are the ones that people "create" by using the mission artifact and subsequently do not colonize, or they reset, or get super-banned.

The wiki says:
Once discovered for the first time through the mission, Aphotic planets can be discovered by other players through normal scanning.
This would suggest that unoccupied - unscanned Aphiotics unlock after you use one of the Vorigar Scan Data artifacts. (Although you could find one that is enemy occupied before this)
Unlike Ecumenopolis planets which only exist from their corresponding artifact.
