Post Uncommon/Rare/Elite NPCs
How do I increase my chances of encountering a NPC of uncommon/rare/elite status?

I blow about 1k energy per day fighting NPCs, and I am lucky if I see more than 2 non-common ships.

A small few of them have cloaking. 200 is the highest I have seen. You would need 200 scanning to find it. It is mostly just dumb luck.
