No Mission rewards them (I think). You get them from artifact shipments. They cost 20K artifact points, so your chances are higher with a lot of artifact points... Generally if you have a legion that produces around 45k a day, you should get an MSP every few days. |

You get one from a tier reward, but otherwise just pull at over 20k AP |
