 planet effects stay?

Post planet effects stay?
I have a planet with a +30% cloak screen (as seen in effects)

If this was abandoned to another player is this effect lost or does it stay?
I know passives re-appear but not sure with this one

Yeah it stays. I've abandoned 3 planets in such a way, and they all retained the effects once re-colonized.
