If that's the case, why have I only gotten 3 over the course of several months? Do I have to fight through a lot of NPCs to find one that drops terraforming devices?

average is 500 NPCs for each terraformer drop.

me, i've gotten 2 drops in 80 NPCs, but i'm lucky that way ;)

(also slow-ranking, etc.)

You'll get a lot more of them when you have higher attack and defense and npc hunting is easier, when you have more energy to fight npc's, and when you've unlocked more npc slots and tactical remodulation.

just after your next bout of 100 lame npcs will be 2 blade harvester and troop carrier.
