Post planet cloak
my question: is it possible to scan a planet with more cloak than your scan? ex: a 20k cloaked planet and a player who has 19k scan.

No.

However, if the owner of the planet is inactive for an extended period of time (6 months I believe) certain dynamics change a bit. Cloak, I think, is one of those things.

Cloak goes to zero after this period IIRC, since my petty scans have come across planets that belonged to Fluffy with a lot of cloak mods on em
