If you can buy Gp get star chart purgers and purge all the crappy planets your not going to settle from your database .
research the scanner tech tree and use the best scanners you can buy/fit on the ship even if you have to drop some weapons into cargo hold cloaking etc .
and if you can afford gp get a tachyon cylinder and use it just before you go on a scanning blitz
also wait until you full energy to do a scan blitz and set a energy level when to stop so you can settle any good ones you find I usually stop at 30 energy .
also i know that tiny research rich planet looks tempting but wait and scan again you really don't want a bunch of tiny planets try not to settle anything under average size .

The percentage is based on your scanning and number of planets found. Whenever it gets low you need to upgrade your scanners and/or purge some planets.

Also make sure your buffing your scanning with a tachyon sensor (+50 scan) a sub-space seeker (+175 scan) and a stryll seeker (+10% scan) and make sure you have a full energy bar before starting so you can get the most out of them. You can have 5 scanners equiped so make sure you have all 5 on your ship, even if you have to sell everything else.

Continuum Beacons have just been added to the game too. If you get one, they will buff your scanning by an extra 15%. Note that the effects of all the artifacts silentknight mentioned above, plus the Continuum Beacon, stack. You can only have one of each artifact in effect at the same time, however. (So you can use eg. a Tachyon Sensor at the same time as a Subspace Seeker, but you can't use two Tachyon sensors at the same time)

honestly, the way i scan is i completely dissassemble my ship, so i always have an energy cube ready after i blitz. i spent 975 energy last blitz and found 5 terra planets, so its sometimes worth it to scan 'one more time'...

Man isn't that the truth. I've found probably half my best planets on that last scan that had a 5% chance to succeed.
