The lowest recorded is 304 or something like that. So, early 300's |

the medal appears at rank 300 so thats the earliest it can be seen. |

Don't forget that on top of being rank 300, you also need 2000 scan, as it has 2000 cloak on it. |

I'm not guaranteeing they will (they didn't for me), but it's worth a shot as long as your scan is high enough. |
