Engineers or Tactical Officers?

hmmm alot of personal preference there.

some people dont like ranking quickly, while others hate having no energy and not being able to do anything.

what do you like doing? bases, pvp, npcs, missions?

and whats your max energy?

I like energy for the missions, npcing, base battles and pvp but I like to also raise my attack higher so I like players advice.

Personally I keep 13x my rank in energy. It gives enough energy to kill NPCs and do either missions, bases, or pvp. It is easy to maintain, ranking rank points and a prisoner every other level. The rest of your rank points go into attack.
