What does the Rescued Prisoners Artifact do and / or when, where, & under what circumstance is it best used ?

It's best used as soon as you get them.

It gives you 3 rank points. just like when you level up, these points can be used for anything. If you ever get a ship bot it adds 2 decks, i just look at prisoners as 3 decks.

even better when you get 3 almost back to back ,in one shipment i was so exsited when i got 3 prisoners and 2 ship bots, was like getting 2 lv at once.

Damn, I missed a Sha'din Infiltrator XI, uncommon but it drops those...

The ship-bot and rescued prisoner production from artifact shipments had been nerfed or what? I haven't gotten as many as I used to get so far. Streak of bad luck, I hope?

You are right. It was just a matter of luck. I was able to get total 5 ship-bots in last 24 hours but no rescued prisoners however.. So I am relieved that it wasn't nerfed hehe.
