I have 3 small planets and 1 large planet. I want to abandon the small and move to a larger one. I understand that the colonization cost is based on how many planets I have. If I abandon a small one or two, will my costs to colonize the next planet go down because I now have less planets.

Colonising cost depends on number of planets you own. So if you abandon one, the cost will definitely go down.
