minimum level on artifacts

Can items like the seasonal hull artifact be bought while under rank 50 to be installed later, or do you have to be level 50 to purchase?
I would like to buy a pair, but I wanna get all my blue badges done before I start leveling (currently at 32)

You should be able to purchase the modules, but you'll be unable to install them until you reach Rank 50.

They can be purchased at any rank, the requirement is just to have them installed. I ran into the same issue with the Harvest Shields when I purchased them at ranking 44, and had to quickly rank to 50 to install those.
