cant build population structures on certain planets

I recently colonized a very large gas planet. For some reason, I cannot build a population structure such as arcology? Why is this?

population structures cannot be built on gas planets

But Gas planets are also a dime a dozen... you will find tons more. Most folks I know don't even bother to put attack or defense on them. Just max out the resource structures; maybe some cloak.
