 Approximately how much attack is needed to get a 1:4 energy: xp ratio on NPC's ?

At around 60x I get 3.6-3.7 no buffs.

Not just attack that plays a big factor it's rank also the min shot for npc's change as you get higher allowing you to decrease min shots and therefore increase xp/ratio.
